Making sense of tariff negotiations in agriculture

Tariffs in agriculture trade are used to protect local or national markets against low priced products from other countries. But tariffs also distort international trade. Several reduction methods are discussed to open up markets. How can you make sense of 'fixed percentage' and 'harmonizing' cuts, the 'Uruguay Round' approach, and Swiss formulas?
